Instructions
- Preheat oven to 350°F (175°C). Grease a baking pan.
- Mix flour, baking powder, salt, and cocoa powder in a bowl.
- In another bowl, combine melted butter and sugar. Add eggs one at a time, then vanilla.
- Gradually mix dry ingredients into wet. Fold in chocolate chips.
- Pour batter into prepared pan. Bake for 20-25 minutes. Cool completely.
- Prepare chocolate mousse by whipping heavy cream with melted chocolate until stiff peaks form.
- Spread mousse evenly over cooled brownies. Chill for at least 2 hours before serving.
